New Member Personal Message Limits

Is there any way the mods can change this so that new members or members with low numbers of posts are able to receive more Personal Messages?

I set new member PMs to 20 messages.

If they have 20 posts in the forum, they get unlimited PMs.

Perhaps it is to encourage members to introduce themselves.
