Is it possible to have incurred long term damage which prevents one from losing or gaining body-fat, even after eating an RAF diet?

There are some genetic conditions which cause metabolic disorders like the above, and which likely couldn't be solved by diet.

I feel like I could have some issue in this department... My body-fat never seems to change. When I eat more energy, rather than it being turned in to fat, it seems to just cause problems like inflammation, and if I eat less fat I seem to just switch to gluconeogenesis once my stored glycogen is used up. It's like I can only use dietary fat, and not stored.
