Title: Pollution getting worse

The above problem is made worse in that the fines involved are derisory. If the above fine had been at least a 100 times higher, the company would have been sufficiently discouraged. But 1 million pounds as a fine is much less than it would have cost to safely dispose of  the relevant sewage.
