This is in America, I assume?  It doesn't mention the name of the city, at least that I could find.  It wouldn't surprise me a bit if this were in an American city.  People here--particularly those who work in managing cities--are diabolical fools who are constantly looking for ways to assert their power over normal, everyday people.

I followed the link to its original place of publication.  Oak Park, Michigan, USA.  Michigan is such a derelict place.  Right up there with Minnesota, Wisconsin, Illinois, California and New Jersey in terms of its ability to micro-manage itself into financial, social, and ethical bankruptcy...
