Quick Question on Thawing at Room Temperature/Outdoors

Thawing frozen meat at room temperature/outdoors (in the sunlight, for example) shouldn't be a concern, should it? The food is simply aging and the bacteria should be beneficial if anything, correct?

PS. I just saw my cat hunt a fly and after watching it crawl around shortly, it squished it, then preceded to eat and and I thought about dinner.  >D

I haven't found it to be a problem. I just read a study that actually said that thawing meat in a water bath encourages the most bacterial growth, even moreso than thawing at room temp.
